Here you can access our academic paper which sums up the findings of Phase One and Phase Two (2001 and 2006) of this research into partnership. It shows the differences we found between approaches to partnership working in the early phase with the later phase. For example, managers in the early phase were faced with very strong emotions; by 2006, this experience had shifted to a focus on ethics and responsibilities within partnership. Concerns about risk were replaced by confident leadership. The paper explores the difficulties in putting high-level policy promoting partnership working into practice on the ground.
